Notice is given that MPLX Terminals LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Class II Administrative Update for dockside emissions associated with a petroleum liquid barge loading operation located on 23rd and River Streets, in Kenova, in Wayne County, West Virginia. The latitude and longitude coordinates are: 4,251.68 km N, 361.323 km E, UTM Zone 17. The applicant is not requesting any change to the existing permit limits for dockside emissions of the following Regulated Air Pollutants: Total hazardous air pollutants (HAP): 7.45 tons per year (tpy) Volatile Organic Compounds (VOC): 143.2 tpy Barge loading operations have been conducted at this site since at least 1948. The potential emissions above represent a negligible increase over prior potential to emit due to increased throughput of distillate.
