Operate and maintain an existing wastewater collection system.The facilities serve approximately 2,500 customers within the Ohio County Public Service District including the areas of Valley Grove, Viewpoint Lane, Peters Run Road, Springdale, Valley View, Roney’s Point, Stone Church, the Village of Valley Grove, West Liberty, Short Creek Watershed, Dallas Pike Area Sewers, Triadelphia, Highlands, Suburban Extended Stay, Highland Park, Holiday Inn Express, Gantzer Ridge Development, Ennis, Wheeling Station Housing Development, Army Reserve Center and Army National Guard conveys wastewater to the City of Wheeling collection system to its ultimate treatment at the City of Wheeling’s wastewater treatment plant which discharges to the Ohio River.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-S(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins September 13, 2024, and ends October 13, 2024.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit and any required fact sheet may be instpected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00am and 4:00pm on business days.
