AIR QUALITY PERMIT NOTICE Notice of Application Notice is given that Elkhorn Gas Processing Plant LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Construction Permit of the Elkhorn Transloading Facility located at the Altivia Ketones & Additives Facility along State Route 25, Institute, West Virginia, in Kanawha County, West Virginia. The latitude and longitude coordinates are: 38 22’55.05″ N, 81 47’00.00″ W. Elkhorn will adhere to DOT leak testing protocol and assume a 70% control efficiency. The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: VOCs at 1.19 tpy Startup of operation is planned to begin on or about the 1st day of December, 2024.
