NOTICE OF REQUEST FOR ENGINEERING SERVICES TOWN OF CLAY, CLAY, WEST VIRGINIA The Town of Clay is accepting Statements of Qualifications from qualified engineering firms detailing qualifications, technical expertise, management and staffing capacities, references with telephone numbers, and related prior experience. Services required will be to provide all planning, design, feasibility studies, environmental studies, economic analysis, loan and grant assistance, and improvement to their water treatment plant and lines within the Town. Procurement of said services will be in accordance with Chapter 5G-1-3 of the WV Code. Interested firms must submit 5 copies of all requested information to The Honorable Jason Hubbard, Mayor, Town of Clay, P. O. Box 55, Clay, WV 25043 to be received no later than 12 Noon EST November 20th, 2024 in order to receive consideration. Attention is directed to the fact that the proposed services may be undertaken through State and/or Federal grant funding (such as ARC, HUD, EDA, EPA, WVIJDC, DEP SRF, USDA-RUS, etc) and that all work will be performed in accordance with the regulations issued by them and the State of West Virginia. The selected firms will be required to comply with all of Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provision. Selected respondents will be interviewed and the firm(s) judged most qualified will be asked to prepare a final proposal which will include fees for said services. The Town of Clay will afford full opportunities to minority or disadvantaged businesses to submit a show of interest in response to this request and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin.
