ADVERTISEMENT TO BID Sealed bids for the Salt Rock Sewer Public Service District’s River Park/Yates Crossing No. 1 Pump Station Upgrades project will be received by the Salt Rock Sewer Public Service District, 419 Padero Drive, Ona, West Virginia 25545, until 1:30 PM, LPT, on December 17, 2024 for furnishing labor and materials and performing all work set forth in the Advertisement to Bid, Instructions for Bidders, Bid Form, Bid Bond, and Contract Documents prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Work to be bid upon is generally described as follows: Replacement of existing control panel and electrical disconnects at both pump stations. Replacement of Roto-phase converter with VFDs at River Park Pump Station. Replacement of platform for electrical equipment at River Park Pump Station. Installation of new control shed at Yates Crossing No. 1 Pump Station. Relocation of fence at River Park Pump Station. Other work items. There is one deductive alternate. Construction time limit for the Contract is 365 consecutive calendar days to substantial completion. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of fifty dollars ($50.00) for each set of plans and fifty dollars ($50.00) for each set of specifications. Payment by either cash or check must be made upon delivery. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Salt Rock Sewer Public Service District in an amount not less than five percent (5%) of the base bid. A mandatory Pre-Bid Conference will be held at the offices of the Salt Rock Sewer Public Service District, 419 Padero Drive, Ona, West Virginia 25545, on December 4, 2024 at 1:30 PM. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Salt Rock Sewer Public Service District reserves the right to reject any and/or all bids. Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109 and the Contract Work Hours Standard Act. DBE REQUIREMENTS Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The Bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions of the bid conditions by submitting a properly signed bid. The bidder agrees to make “good faith efforts” to subcontract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the Bidder in execution of the work under this contract. NOTICE OF REQUEST FOR QUALIFICATIONS ENGINEERING SERVICES The Town of Cedar Grove, West Virginia is requesting proposals from qualified engineering firms to provide engineering cost estimating services for several transportation related projects and plans. The selected consultant will be required to develop cost estimates for; (1) Resurfacing all city-owned streets(s) including stormwater drainage improvements, (2) additional improvements (e.g. sidewalks, truncated domes, curbs, etc.,) that the town may pursue funding opportunities, (3) a complete streets resurfacing plan, (4) an annual street maintenance plan, and (5) cost for final design and inspection for the construction portions of the project. The selected firm shall be retained throughout all phases of the project(s). All consultants interested in being considered must submit a statement interest detailing qualifications, technical expertise, management and staffing capabilities and related prior experience.
