FLATWOODS-CANOE RUN PUBLIC SERVICE DISTRICT SUTTON, WV OLD 19 WATERLINE UPGRADE PROJECT ADVERTISEMENT FOR BIDS Sealed Bids for the construction of: Old 19 Waterline Upgrade Project Contract No. 1 – Furnishing all materials, labor, and necessary items for the construction and installation of approximately 480 LF of 10″ water line, 6,165 LF of 8″ water line, 220 LF of 6″ water line, booster pump station, abandonment of existing booster pump station, valves, fire hydrants, reconnection of existing water meters and all other items and appurtenances as outlined in the Plans and Specifications. Contract No. 2 – Furnishing all materials, labor, and necessary items for the construction and installation of one (1) water storage tank including site clearing and grading, tank foundation, fencing, valve vault with piping, 40 LF of 8″ water line, connections, tank access road, rip rap ditches, telemetry, demo existing water storage tank and all other items and appurtenances as outlined in the Plans and Specifications. Sealed Bids for the construction of Contract No. 1 and Contract No. 2 will be received by Rodney Pritt (General Manager-Flatwoods-Canoe Run PSD) at the office of the Flatwoods-Canoe Run PSD, 406 Main St., Sutton, WV 26601, until 2:00 p.m. local time on December 17, 2024 , at which time the Bids received will be publicly opened and read. A non-mandatory pre-bid conference will be conducted at the Flatwoods-Canoe Run PSD, 406 Main St., Sutton, WV 26601 at 10:00 a.m. on December 4, 2024 . WV Contract Licensing Act – All bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. 5. WV Jobs Act Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act, the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code 21-5A-3. No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with West Virginia Contractor’s Licensing Act and shall require all subcontractors to comply with that Act. A Contractor’s License Number is to be included on the bid submission. DBE REQUIREMENTS Each bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted by the bidder in the execution of the work under this contract.
