REQUEST FOR PROPOSALS FOR ENGINEERING SERVICES Facing Hunger Food Bank is in the process of selecting a Project Engineer to provide engineering services for the following project: Mingo County Warehouse Expansion Project. Professional services will include the following items: preparation of a preliminary engineering report and/or required funding application documents, design of facility improvements, preparation of environmental review documents, preparation of all necessary permit applications, preparation of bidding and contract documents, participation in the solicitation and evaluation of bids, construction administration, construction inspection, and as built plans. Procurement of said services shall be made in accordance with Chapter 5G-1-3 of the West Virginia Code. Contracts are to be awarded on a lump sum/fixed fee basis. All engineering firms interested in being considered for this project must submit their proposal detailing technical expertise, qualifications, and related prior experience. The Facing Hunger Food Bank Board shall evaluate the statements of qualifications, performance data, and other materials submitted by interested firms and select a firm, which, in their opinion, is best qualified to perform the desired service. Each firm shall be thoroughly evaluated and competitively ranked by the Facing Hunger Food Bank Board as part of the selection process. All work shall be performed in accordance with the regulations issued by the federal funding source (Community Development Block Grant Program/Housing and Urban Development) and the State of West Virginia pertaining thereto. The selected firm will be required, if applicable, to comply with the Title VI of the Civil Rights Act of 1964, President’s Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, Access to Records provisions, and the Uniform Relocation Assistance and Real Property Acquisitions Policies Act of 1970. The selected firm must also fully comply with 2 CFR 200.321 regarding contracting with small business, minority business, women’s business enterprises, veteran-owned business, and labor surplus areas firms. Facing Hunger Food Bank will afford full opportunity to minority business enterprises to submit expressions of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in awarding this contract. Facing Hunger Food Bank will conduct negotiations on an individual basis following the hierarchy of rankings as determined during the original selection process.
