Notice of Advertisement for Bids
Proposals are being accepted from qualified commercial real estate consulting and owner’s representation firms licensed to work in West Virginia, with ample capacity to prepare and execute a redevelopment plan and strategy for the Wheeling Gateway Center development project. The selected firm will be responsible for overseeing and implementing all facets of the redevelopment process, including, but not limited to, strategic planning, procurement of necessary technical specialists, collaboration across stakeholder teams, creation and pursuit of a feasible capital stack, and preparation of financial proformas.
A site tour at the property will be hosted on 12/2/2024 for any parties interested in submitting a proposal.
Proposals must be submitted no later than 5:00 PM on 12/16/2024. Submissions must be electronically sent to [email protected] and addressed to:

Bids will be opened and scored on 12/18/2024 beginning at 1:00 PM. Proposals will be scored independently by each project stakeholder. The company that receives the highest collective score will begin contract negotiations with project stakeholders.
