Request for Expression of Interest and Statement of Qualifications Huntington Stormwater Utility NOTICE OF ADVERTISEMENT In accordance with West Virginia Code CHAPTER 5G. PROCUREMENT OF ARCHITECT-ENGINEER SERVICES BY STATE AND ITS SUBDIVISIONS, the Huntington Stormwater Utility seeks 1) an Expression of Interest (EOI) and 2) a Statement of Qualifications (SOQ) for WEST END FLOOD PUMP STATIONS ELECTRICAL DESIGN (Project) from qualified Engineering Consultants for Professional Services necessary to provide Engineering Design, Permitting and Construction Management, and Resident Project Representative Services for the electrical, operational controls, and pump upgrade and in Huntington, West Virginia. All of the services procured, or a portion thereof, are subject to the amount of funds available or to the requirements of the funding agencies. This procurement supersedes all former procurement documents or advertisements related to Architect-Engineer Services related to the electrical, control, and pump design of the Four Pole, East Road, 22nd Street, and Krouts Creek Pump Stations. Late submittals will not be accepted. Expression of Interest (EOI): Prospective Engineering Consultants must submit the EOI to Huntington Water Quality Board office, 555 7th Avenue, Huntington, WV 25701, ATTN: Patrick A. Taylor, P.E. (Contact), or via email at [email protected], no later than 4:00 p.m., January 9th, 2025. The EOI may be a one sentence letter, or email, simply expressing interest in the project, and requesting the detailed Request for Qualifications (RFQ). Early submission of the EOI is strongly encouraged. Upon receiving the EOI, the Huntington Stormwater Utility will immediately issue access to a detailed RFQ, which will provide further information about the project and the selection process. Statement of Qualifications (SOQ): Prospective Engineering Consultants who have filed their EOI must submit a SOQ which shall be due no later than 4:00 p.m., February 6 , 2025. The SOQ shall follow the outline and provide information as presented in the RFQ. Note that failure to follow the outline and provide the information required may result in immediate disqualification of the SOQ. The evaluation of the respondents and the selection of any Engineering Consultant chosen will be conducted and based on the information in the RFQ. Engineering Consultants shall fully comply with The Code of Federal Regulations Title 40 PART 33 – PARTICIPATION BY DISADVANTAGED BUSINESS ENTERPRISES IN UNITED STATES ENVIRONMENTAL PROTECTION AGENCY PROGRAMS, in using the Subpart C. “Good Faith Efforts” to assure that disadvantaged businesses enterprises (DBE) are fully afforded contracting opportunities practicable.
