Notice is given that MPLX Terminals LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for an R13 Construction Application for the construction of a backup marine vapor combustion unit (MVCU) to control emissions from the existing Barge Loading operations during periods of up to 2500 hours per year of assumed downtime for the vapor recovery unit (VRU) at the Kenova Tri-State Terminal located on 23rd and River Streets, in Kenova, in Wayne County, West Virginia. The latitude and longitude coordinates are: 38.404882 , -82.587775 . The applicant anticipates the increased potential to discharge the following Regulated Air Pollutants will be: nitrogen oxides – 29.5 tons per year, carbon monoxide – 39.3 tons per year, filterable particulate matter – 0.1 tons per year, total particulate matter – 0.4 tons per year, and sulfur dioxide – 0.03 tons per year. The applicant is not requesting any change to the existing permit limits for Barge Loading since the Barge Loading operation will not be modified. Barge loading operations have been conducted at this site since at least 1948. Startup of operation of the backup control device is planned to begin in the third quarter of 2025.
