AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Greenbrier Smoke-less Coal Mining, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Modification for a preparation plant and railcar loadout facility located on Anjean Road, County Route 1 in Greenbrier County, West Virginia.  The facility coordinates are as follows: latitude 38.03 and longitude –80.652778.
The applicant estimates the potential to discharge the following Regulated Air Pollutants for the preparation plant facility will be: particulate matter baseline emissions of 198 tons per year, point source emissions particulate matter less than 10 microns total of 93 tons per year, and the controlled facility emission total of 1992 tons per year.  The potential to emit criteria pollutants for the generators are estimated to be: NOX 5.51 tons per year, CO 1.188 ton per year, VOC 0.4392 tons per year, SO2 0.3646 tons per year and PM10 0.391 tons per year.  The potential to emit hazardous pollutants from the generators are estimated to be:  Benzene 0.001311 tons per year, Toluene 0.000576 tons per year, Xylene 0.000402 tons per year, Acetaldehyde 0.00108 tons per year, and Formaldehyde 0.001659 tons per year.
Startup of operation is planned to begin upon permit approval.  Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV  25304, for at least 30 calendar days from the date of publication of this notice.
