INVITATION FOR BIDS
The Wheeling Housing Authority is accepting bids for security services at our four complexes owned by the Wheeling Housing Authority. The initial term of the contract engagement will be for a one-year period ending March 31, 2026; may be renewed for two consecutive one-year terms. Bids will be received and publicly opened by the Wheeling Housing Authority in the office located at 11 Community Street, Elm Grove, Wheeling, West Virginia, at 1:30 p.m., E.D.S.T., on March 7, 2025.
Before any bids are submitted, the bidder is urged to be familiar with the detailed specifications relating to this job.
Statement of Work. The Contractor shall provide one unarmed security person at each site (Luau Manor, Booker T. Washington Plaza, Garden Park Terrace and Riverview Towers) for a minimum of an eight-hour shift.
Security Personnel shall patrol assigned complex regularly (once per hour), including outside perimeter and stairwells to make sure the building is secure.
Security Personnel shall work with site managers to create a secure environment in his/her assigned complex/site.
Security Personnel shall respond to emergencies, calls of security concern, and suspicious activities.
Security Personnel shall enforce rules and regulations.
Security Personnel shall monitor building access for tenants and visitors.
Security Personnel shall report crimes and suspected criminal activity to the police and site manager.
Contractor must be a certified security agency in the State of West Virginia.
Contractor shall provide all personnel, equipment, transportation and supplies to manage security services.
Contractor will provide Workers’ Compensation coverage.
Contractor will provide Comprehensive General Liability Insurance coverage of $1,000,000.
