WOODLYN AND EARL KENDRICK INDOOR PRACTICE CENTER CONCORD UNIVERSITY ATHENS, WV NOTICE IS HEREBY GIVEN THAT Concord University will accept sealed bids for the Renovations for the Woodlyn and Earl Kendrick Indoor Practice Center located in the Carter Center on the campus of Concord University, Athens, WV. Sealed bids will be received by the Purchasing Department at Concord University, 1000 Vermillion Street, Athens, WV 24712 until 2:00 P.M., on Tuesday, April 29th, 2025 at which time all sealed bids will be publicly opened and read aloud. Bids received after that time will be returned to the bidder unopened. The project entails the renovation of the former indoor pool area to allow for its use as an athletic training/practice facility. The indoor pool has already been filled and new heating/cooling is installed. Renovations include finishes, including athletic flooring, to accommodate various training and equipment. The work also includes improvements to the power distribution and new lighting throughout the space, and fire alarm system devices. The work includes cleaning and painting existing exposed structure and deck. There will be new wall finishes, gypsum board and painting. New aluminum storefront doors and windows will be included in the scope. All work to be accomplished in accordance with the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in a sealed envelope bearing the name “Kendrick Indoor Practice Center.” Faxed bids will not be accepted. Bids may be mailed or delivered to Andrea Webb, Director of Purchasing, Concord University, 1000 Vermillion Street / PO Box 1000, Athens, WV 24712 if received prior to bid date. A pre-bid meeting will be held at the Carter Center, Concord University, Athens, WV on Wednesday, April 16th at 2:00 p.m. All general contractors bidding the project are encouraged to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information. Bidders on this work will be required to comply with President’s Executive Order No. 11246 which prohibits federal contractors and federally assisted construction contractors and subcontractors, who do over $10,000 in Government business in one year from discriminating in employment decisions on the basis of race, color, religion, sex, sexual orientation, gender identity or national origin. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Copeland “Anti-Kickback” Act, the Contract Work Hours and Safety Act, the Americans with Disabilities Act, and the West Virginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformance with all applicable state and federal regulations. Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. All bidders will be required to certify, indicate and acknowledge that he/she has all appropriate licenses and meets all qualifications required by the laws, regulations, and ordinances of the State of West Virginia, Mercer County, and Concord University. All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering into a contract. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.
