Activity:
To operate and maintain an existing 0.075 mgd wastewater collection and treatment system that is to serve approximately 750 persons or equivalents in the Town of Capon Bridge, and environs, and the Capon Bridge Technology Park, and discharge treated wastewater through Outlet 001 to the Cacapon River approximately 0.9 miles from its confluence with the Potomac River. Tier 2 and Tier 1 protection are afforded for the uses specified in 47 CSR 2, Section 6. The agency has made a determination that the proposed activity will not cause significant degradation to the receiving stream. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of by a registered septage hauler.
To acquire, construct, install, operate, and maintain upgrades and improvements to the existing wastewater treatment facility including; the rehabilitation of approximately eighty (80) manholes, which will include replacing existing frames and covers with watertight models and sealing the manholes with an application of spray on epoxy lining, the lining of approximately 680 LF of existing sewer lines, removal and replacement of approximately 400 LF of existing sewer lines, installation of two (2) elevated emergency generators, the replacement of pumps at the three (3) grinder stations, and other miscellaneous improvements to the collection system. The facility upgrades and modifications shall be constructed in accordance with the project plans entitled “Town of Capon Bridge Phase II-Sanitary Sewer Improvements Project” approved on June 3, 2024 and prepared by The Thrasher Group; 600 White Oaks Boulevard, Bridgeport, WV 26330; WVDEP SRF #C-544766, IJDC #2022S-2181.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins May 07, 2025 and ends June 06, 2025.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
