AIR QUALITY PERMIT NOTICE
Notice of Application

Notice is given that EQT Production Company (EQT) has applied to the West Virginia Department of
Environmental Protection, Division of Air Quality, for an R-13 Class II Administrative Update for an existing
facility (Winters Compressor Station) located at 2361
2361 Schupbach Ridge Road, in New Martinsville, in
Wetzel County, West Virginia. The latitude and
longitude coordinates are: 39.65153 N, 80.81230 W.

The applicant estimates the potential to discharge the following Regulated Air Pollutants will be:

Nitrogen Oxides (NOx): 22.19 tpy
Carbon Monoxide (CO): 9.80 tpy
Volatile Organic Compounds (VOC): 39.91 tpy
Sulfur Dioxide (SO2): 1.31 tpy
Particulate Matter (PM10): 1.02 tpy
Particulate Matter (PM2.5): 0.96 tpy
Carbon Dioxide Equivalents (CO2e): 15,746.60 tpy
Total Hazardous Air Pollutants (HAPs): 4.76 tpy

Written comments will be received by the West Virginia
Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304,
for at least 30 calendar days from the date of publication
of this notice. Written comments will also be received

Virtual Public Hearing Set for Monday, June 16, 2025, at 6:00 PM.
The West Virginia Department of Environmental Protection’s (WVDEP) Division of Water and Waste Management (DWWM) will conduct a virtual public hearing on changes to Legislative Rules: Requirements Governing Water Quality Standards (47 CSR 02), National Pollutant Discharge Elimination System (NPDES) Program (47 CSR 10), and Underground Injection Control (47 CSR 13), as directed by the House Bill 2233.

In addition to the most recent changes to 47 CSR 02, WVDEP intends to seek U.S. Environmental Protection Agency approval for hardness based dissolved aluminum criteria as approved by the legislature in 2016. The agency will also accept written comments up to 10 days from the conclusion of the hearing (June 26, 2025), in addition to oral comments provided at the public hearing.
