AIR QUALITY PERMIT NOTICE NOTICE OF OPEN COMMENT PERIOD On December 20, 2024, Innovative Water Care LLC applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a (after-the-fact) construction permit for the installation and operation of a tableting and packaging facility located in Building 311 at the South Charleston Industrial Park at 3100 MacCorkle Avenue, SW, South Charleston, Kanawha County, WV, at latitude 38.3611111 and longitude -81.7011111. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed construction. The DAQ is providing notice to the public of an open comment period for permit application R13-3705. The following changes in potential emissions, which includes fugitives, will be authorized by this permit action: Particulate Matter less than 2.5 microns, 0.88 tons per year (TPY); Particulate Matter less than 10 microns, 6.99 tons per year (TPY); and Particulate Matter, 10.27 TPY; Oxides of Nitrogen, 1.81 TPY; Carbon Monoxide, 1.52 TPY; Sulfur Dioxide, 0.01 TPY; Volatile Organic Compounds, 0.10 TPY; and Total Hazardous Air Pollutants, 0.03 TPY. Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Monday, June 23, 2025. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate. The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed construction will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit.
