MONUMENTAL PUBLIC SERVICE DISTRICT
NOTICE OF STAFF-RECOMMENDED RATES
On January 8, 2025, Monumental Public Service District of Fairmont, West Virginia filed with the Public Service Commission of West Virginia an Application requesting increased rates and charges for furnishing public water service to approximately 869 water customers in Marion County. The District proposed rates that would generate a 3.50% increase in revenue for the District.
The Staff of the Public Service Commission has reviewed the Application and the rates initially proposed by the District. However, after a thorough review of the rates proposed by the District, the Commission Staff has recommended a rate increase that will take place in two phases or “steps”. The Staff Recommended – Step 1 Rates are designed to produce approximately $15,031 annually in additional revenue, an overall increase of 1.54% over revenue under the current/existing rates. Under Staff Recommended – Step 1 Rates, the monthly bill for the average water usage of 3,300 gallons will increase $0.33 or 0.50%, over current water rates. Under the Staff Recommended – Step 2 Rates, the monthly bill for the average water usage of 3,300 gallons will decrease by $7.31 from the current/existing.

The Staff-recommended rates also establish a resale rate of $4.90 per 1,000 gallons.
Anyone desiring to review the Staff recommendation report may do so on the Commission website (www.psc.state.wv.us). Anyone desiring to protest the changed rates and charges must do so, in writing, within ten (10) days of the date of publication of this notice. All protests may be filed on line through the Commission website using the “Submit a Comment” link or may be mailed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, 201 Brooks Street, Charleston, West Virginia 25323, or hand-delivered to the Public Service Commission. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modified.
The Commission may adopt rates and charges which are the same as, greater than or less than the Staff-recommended rates and charges.
