Notice of Advertisement for Bids
Proposals are being accepted from qualified law firms licensed to work in West Virginia for a comprehensive project involving the full rehabilitation and construction of The Wheeling Gateway Center located at 949 Main Street, Wheeling, WV 26003 . The selected contractor will be responsible for overseeing and executing all aspects of the project, including but not limited to planning, permitting, demolition, construction, and final inspections.
A virtual kick-off will be hosted on 6/4/25 for any parties interested in submitting a proposal.
Proposals must be submitted no later than 6/20/25 at 5:00pm. Submissions must be emailed to the following address:

Sealed bids will be opened and scored on 6/25/25 beginning at 1:00pm. Proposals will be scored independently by each project stakeholder. The top 3 companies that receive the highest collective scores among all project stakeholders will be interviewed by the stakeholder team and given a final score. The top scoring interviewed firm will begin contract negotiations with project stakeholders.

All proposals will be reviewed and evaluated in accordance with U.S. Federal Procurement Guidelines. The selected contractor will be required to abide by the Davis-Bacon wage & labor standards and Related Acts.
