ROUTE 3 WATERLINE REPLACEMENT PROJECT
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of:
Route 3 Waterline Replacement Project
Contract No. 1 – Furnishing all materials, labor, and necessary items for the construction and installation of approximately 44,900 linear feet of 10” and smaller diameter water main, 2 master meters and vault, valves, fire hydrants, leak meter settings, customer services, customer reconnections, trench repair, shoulder stone placement, and other related appurtenances as outlined in the plans and specifications.
Contract No. 2 – Furnishing all materials, labor, and necessary items for the cleaning repair and painting of one 100,000 gallons and one 150,000 gallons water storage tank. The project also includes providing and installing one altitude valve, hydrodynamic mixing systems, replacing the security fencing and other related appurtenances as outlined in the plans and specifications.
Sealed Bids for the construction of Contract No. 1 will be received by Raleigh County Public Service District at the office of the Raleigh County PSD, 224 East Main Street, Sophia, WV 25921, until 1:00 p.m. local time on August 5, 2025, at which time the Bids received will be publicly opened and read aloud. A Mandatory pre-bid meeting will be conducted held at 10:00 a.m. local time on July 15, 2025, at the office of the Raleigh County PSD.
Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

All contracts awarded under this bid are to be funded in whole or in part by Raleigh County PSD with assistance from the sale of private bonds and shall be referred to as the Route 3 Waterline Replacement Project.
Bidders on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity” as amended by Executive Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex or national origin.
No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.
Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with the West Virginia Contractor Licensing Act and shall require all subcontractors to comply with that Act. A Contractor’s License Number is to be included on the bid submission.
Pursuant to West Virginia Code § 5-22-2, requirements stated in the advertisement for bids and the bid form may not be waived by any public entity.
