ADMINISTRATIVE PROCEEDING
REGARDING THE RENEWAL OF MCTV FRANCHISE

The Council of the Village of Clearview, West Virginia (the ” Council “) has received a proposal for the renewal of a cable franchise agreement from Massillon Cable TV, Inc. (” MCTV “). In accordance with West Virginia Code of State Rules Section 150-26-3 et. seq., Council will hold a public administrative proceeding to consider the renewal of MCTV’s cable franchise with the Village of Clearview. Issues to be addressed at the administrative proceeding will include: (a) whether MCTV has substantially complied with material terms of the existing franchise and applicable law; (b) whether the quality of MCTV’s service, including signal quality, response to consumer complaints and billing practices has been reasonable in light of community needs; (c) whether MCTV has the financial, legal and technical ability to provide the services, facilities and equipment as set forth in MCTV’s proposal for renewal; and (d) whether MCTV’s proposal for renewal is reasonable to meet the future cable-related community needs and interest.

The public administrative hearing, which may be continued or adjourned and at which persons may appear and present their views on the proposal for renewal of the cable franchise agreement with MCTV, will be held at 7:30 P.M. on Tuesday, July 15, 2025 , or as soon thereafter as the matter may be heard, before the Council in the Council Chambers at 166 Clearview Avenue, Wheeling, West Virginia 26003.
