WASTEWATER SYSTEM IMPROVEMENTS

General Notice

The Corporation of Shepherdstown (Owner) is requesting Bids for the construction of the following Project:

Contract No. 2 – Fernbank Pump Station Improvements

Bids for the construction of the Project will be received at the Corporation of Shepherdstown located at 104 North King Street, Shepherdstown, WV 25443, July 24, 2025, at 2:00 pm local time. At that time, the Bids received will be publicly opened and read.

The Project includes the following Work:

Contract 2 – Fernbank Pump Station Improvements

This Project includes the installation of a temporary bypass pump (either electric or diesel) prior to demolition work; removal of existing integral wetwell and valve vault; removal of a section of existing fence and gate; removal of existing electrical service and control panel; installation of temporary bypass pump discharge line and connection to existing 2” PVC with new bypass pump connection; installation of a 3” flowable fill concrete mud mat, 6” concrete pad and anti-flotation ballast; installation of owner furnished pump station consisting of integral fiberglass wet well and valve vault, two (2) Myers submersible grinder pumps, guide rails, piping and valves, duplex pump control panel and Primex rapid set control panel stand; connection of existing 8” PVC to new wetwell; connection to existing 2” PVC  force main to new valve vault; placement of 6” gravel pavement; reinstall fence and gate; Mobilization/Demobilization; Video Taping; Erosion and Sediment Control; and complete in place as shown on Construction Drawings prepared by Ghosh Engineers.   

No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

An electronic copy of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $30.00 for Contract No. 2. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $150.00 for Contract No. 2. For each Contract of Bidding Documents requested to be shipped by the Engineer, an additional charge of $15.00 per Contract set shall be added to the payment required.

Pre-bid Conference

A pre-bid conference for the Project will be held on July 15, 2025, at 2:00 pm at the Shepherdstown City Hall, 104 North King Street, Shepherdstown, WV 25443.

Bid Security

A certified check made out to the Corporation of Shepherdstown, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the Corporation of Shepherdstown, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid.  No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of West Virginia, and/or local ordinance.

Bidding Method

The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

Envelope No. 1

a. Bid Bond

b. Acknowledgement of Receipt of Addenda to Plans, Specifications and  Contract Documents

c. West Virginia Contractor’s License (Copy)

d. Drug-Free Workplace Conformance Affidavit

e. Bid Form

Contractor’s License

All bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.

Drug Free Workplace

West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid.

Time of Completion

The Time of Completion for Contract No. 2 shall be 90 consecutive calendar days beginning with the Award of Contract and written Notice to Proceed.  Liquidated damages shall be $1,000.00 per day.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Corporation of Shepherdstown reserves the right to reject any and all bids.

All Bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.

B&O Tax are not applicable for this project.
