INVITATION TO BID
Sealed bids for Marshall County Animal Shelter Outdoor Kennels, Moundsville, WV, will be received in the Marshall County Clerk’s Office, Marshall County Courthouse, Room 106, Moundsville, West Virginia, on Tuesday October 7, 2025 until 9:00 a.m. All complete bids will be publicly opened and read aloud at 9:30 AM at the County Commission Meeting in the Commission Chambers on the basement floor of the courthouse.
All Bids must be submitted in accordance with the Bidding Documents issued by the Owner. Prime Bidders may obtain Bidding Documents by emailing the contact below. A link to access the bidding documents will be emailed at no fee to the bidder.

The project involves demolition of existing kennels, site preparation and construction of the new kennels, including concrete work and chain-link fencing.
A certified check in the amount of five percent (5%) of the total Bid, or a satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the state of West Virginia in an amount equal to five percent (5%) of the total Bid must be submitted with each Bid.
The successful Bidder will be required to execute a contract and provide a Performance Bond and a Labor and Material Payment Bond for 100% of the contract award.
All Prime Contractors and Subcontractors shall be licensed in compliance with SB409 (WV Contractor’s Licensing Act). All General Contractors shall include their license number in the space provided on the Bid Form. An executed WV Drug Free Workplace Conformance Affidavit must be included in the proposal.
A Mandatory Pre-Bid meeting will be held Tuesday, September 23, 2025 at 10:30 a.m. at the Marshall County Animal Shelter in Moundsville, WV. All bidders must attend the Pre-Bid meeting to familiarize themselves with the project location, site conditions, and other relevant information. Attendance at the Pre-Bid meeting is mandatory for bid qualification.
After the scheduled closing time for receipt of Bids, no Bid may be withdrawn for a period of 45 days.
