City of Hinton Sanitary Board HUD CDBG-MIT Flood Mitigation Bridge Replacement Project Summers County, WV ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the HUD CDBG-MIT Flood Mitigation Bridge Replacement Project for the City of Hinton Sanitary Board at their office at 322 Summers Street, Hinton, WV 25951 until 2:00 pm local time on October 29, 2025 at which time the Bids received will be publicly opened and read. The Project consists of the following contracts: The Project consists of constructing a precast concrete beam bridge 81.67 feet long x 15 feet wide, demolish the existing wooden bridge, remove four (4) existing CMP culverts from stream, rip rap stream banks for bridge foundation protection, roadway work at bridge entrances, and other related work. Bids shall be submitted on the furnished Bid forms. Bids shall be on a lump sum and unit price basis as indicated on the Bid Form. This contract is being funded by a HUD CDBG-MIT Grant thru the WV Department of Commerce. The Issuing Office for the Bidding Documents is: E.L. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidders date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office. Bidders must obtain copies of the Bidding Documents from E.L. Robinson Engineering in order to bid the project. A five percent (5%) Bid Bond or certified cashier's check must accompany all Bids. The successful Bidder will be required to furnish a satisfactory Payment Bond and Performance Bond, each for 100% of the contract amount. Bidders must comply with the requirements for Affirmative Action participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code §21-5A-3. HUD SECTION 3 CONTRACT PROVISIONS The Contractor shall comply with the HUD's regulations including the Section 3 Contract Provisions. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. WV ALCOHOL AND DRUG FREE WORKPLACE ACT WEST VIRGINIA CODE 21-1D-5 PROVIDES THAT ANY SOLICITATION FOR A PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT REQUIRES EACH VENDOR THAT SUBMITS A BID FOR THE WORK TO SUBMIT AT THE SAME TIME AN AFFIDAVIT OF COMPLIANCE WITH THE BID. THE ENCLOSED DRUG-FREE WORKPLACE AFFIDAVIT MUST BE SIGNED AND SUBMITTED IN THE FIRST ENVELOPE AS EVIDENCE OF THE VENDORS COMPLIANCE WITH THE PROVISIONS OF ARTICLE 1D, CHAPTER 21 OF THE WEST VIRGINIA CODE. FAILURE TO SUBMIT THE SIGNED DRUG-FREE WORKPLACE AFFIDAVIT IN THE FIRST ENVELOPE SHALL RESULT IN DISQUALIFICATION OF SUCH BID. Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with the West Virginia Contractor Licensing Act and shall require all subcontractors to comply with that Act. A Contractor's License Number (or a Supplier's License number where applicable) is to be included on the bid submission. INSTRUCTION TO BIDDERS For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. The Owner reserves the right to reject any and all Bids.
