Wyoming County Schools RFP Community of Practice for PLC Facilitators, Walk-Through Tool, and Instructional and Administrative Coaching Release Date: September 15, 2025 Proposal Deadline: September 29, 2025 Wyoming County Schools (WCS) is requesting proposals from qualified vendors to provide comprehensive instructional support services for Baileysville Elementary & Middle, Huff Consolidated, Road Branch Elementary & Middle, and Westside High School. The initiative will promote the established Community of Practice (CoP) for Professional Learning Community (PLC) facilitators program, implement a walk-through tool to strengthen instructional feedback, and provide direct coaching to teachers and administrators at Baileysville and Road Branch. This work aligns with district priorities of transforming instruction, building leadership capacity, and closing achievement gaps through research-based practices grounded in Marzano's Taxonomy. Goals & Objectives – Establish a sustainable Community of Practice (CoP) for PLC facilitators that fosters collaboration and instructional coherence across schools. – Provide a customizable walk-through tool to enhance classroom observation and feedback practices for Baileysville Elementary & Middle, Huff Consolidated Elementary & Middle, Road Branch Elementary & Middle, and Westside High School. – Deliver job-embedded coaching support to teachers and administrators at Baileysville and Road Branch to improve instructional design, delivery, and leadership effectiveness. – Strengthen administrator skills in using walk-through and PLC data to lead instructional improvement. – Improve student achievement by increasing instructional rigor, engagement, and equity of outcomes. Scope of Work The selected vendor will: A. Community of Practice for PLC Facilitators – Facilitate a quarterly network of PLC leaders across Wyoming County Schools. – Provide professional learning focused on leading adult learning, analyzing student data, and embedding Marzano's strategies into PLC work. – Offer ongoing coaching and support to PLC leaders and administrators. B. Instructional Walk-Through Tool – Develop or provide a digital walk-through tool aligned with Marzano's Taxonomy, WV standards, and district instructional goals. – Train administrators and instructional coaches on effective use of the tool. – Provide data reporting and analysis to track growth and inform decisions. C. Coaching Support for Baileysville & Road Branch – Deliver on-site instructional coaching for teachers, including lesson planning, modeling, co-teaching, and feedback cycles. – Provide leadership coaching for administrators at both schools, with a focus on: – Leading PLCs effectively. – Using walk-through data to coach teachers. – Monitoring fidelity of implementation. – Conduct regular check-ins (virtual or on-site) to support sustained progress. D. Leadership Capacity Building – Provide professional learning sessions for principals, assistant principals, and central office staff. – Build capacity to sustain PLCs, utilize data effectively, and close achievement gaps. Vendor Qualifications Vendors must demonstrate: – Experience building PLC facilitator capacity and sustaining CoPs. – Proven expertise in instructional coaching for teachers and leaders. – Familiarity with Marzano's Taxonomy and research-based instructional practices. – Experience developing and implementing walk-through tools with actionable data. – Success working with rural districts and diverse student populations.
