LEGAL ADVERTISEMENT REQUEST FOR PROPOSALS – ARCHITECTURAL SERVICES The Wayne County Commission is accepting proposals from qualified architectural firms for professional services required in the design and construction of new Emergency Medical Services (EMS) station in Genoa, West Virginia with the option of building a second EMS station at a location to be determined. Services will include planning, design, preparation of construction documents, bidding assistance, and construction administration. This procurement of services will follow the guidelines of West Virginia Code 5G-1-3, which outlines a qualifications-based selection process. Proposals should include qualifications, experience with similar projects, key personnel, and capacity to perform the work. No fee proposal should be submitted at this stage. All consultants interested in being considered for this project must submit five (5) copies of their proposals to: Wayne County Commission, Wayne County Courthouse, Room 104, 700 Hendricks Street, Wayne, WV 25570. by 3:00 PM (lpt) on Thursday, October 16, 2025. Proposals submitted by United States Postal Service must be mailed to: Wayne County Commission, P.O. Box 248 Wayne, WV 25570. If proposal is submitted by postal or other delivery services, they must arrive prior to the time stated above. All proposals must be submitted in a sealed envelope which is clearly marked "Proposal for Architectural Services-Wayne County EMS Station". A selection committee will evaluate the statements of qualifications and conduct interviews with at least three firms deemed most qualified. Following evaluation, the Wayne County Commission will enter negotiations with the highest-ranked firm. Should the Commission be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified firm, the Commission shall undertake negotiations with the third most qualified firm. Should the Commission be unable to negotiate a satisfactory contract with any of the professional firms in order of their competence and qualifications, the Commission shall continue negotiations in accordance with these procedures until an agreement is reached.
