Activity:

To acquire, construct, install, operate, and maintain a constructed wetland for the purposes of treating reverse osmosis reject water. The constructed wetlands are intended to treat RO System reject wastewater though evapotranspiration and infiltration. The constructed wetland will consist of two (2) wetland cells followed by an infiltration basin in series. The wetland cells shall contain an impermeable liner. The infiltration basin shall also receive some storm water runoff and will include an emergency overflow. The emergency overflow is being designated as new Outlet 003 which discharges to the Potomac River at approximate mile point 22.0.  Tier 1 protection is afforded for the uses specified in 47 CSR 2, Section 6.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit modification and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.  Such comments or requests should be addressed to:

The public comment period begins September 25, 2025 and ends October 25, 2025.

Comments received within this period will be considered prior to acting on the permit modification application.  Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised.  The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit Modification(s).  Interested persons may contact the public information office to obtain further information.

The application, draft permit modification and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV, between 8:00 a.m. and 4:00 p.m. on business days.
