AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Kingston Mining LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Modification for a deep mine belt system and rail loadout facility located on Route 27 Pack Branch Road, near Pax in Fayette County, West Virginia. The coordinates for the facility are: latitude 37.909444 and longitude -81.250556.
The applicant estimates the potential to discharge the following Regulated Air Pollutants from operations will be: Controlled particulate matter emissions of 13 tons per year (TPY), of which 5 TPY are fugitive; controlled particulate matter less than 10 micron emissions of 6 TPY, of which 2 TPY are fugitive. The potential to discharge criteria pollutants from the burning of diesel fuel are estimated to be: NOx 23.77246 tons per year; CO 22.55843 tons per year; SOx 5.59651 tons per year; PM10 1.01663 tons per year; VOC 1.90972 tons per year. The total hazardous air pollutants from the burning of diesel fuel are estimated to be 0.03066 TPY.
Construction and operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
