AIR QUALITY PERMIT NOTICE NOTICE OF APPLICATION Notice is given that Panther Creek Mining, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Registration for a stand-alone coal crushing and screening system for a surface mine facility located on Cabin Creek Road near Eskdale in Kanawha County, West Virginia. The location coordinates for the facility are: latitude 38.049011 and longitude -81.476414.The applicant estimates the potential to discharge the following Regulated Air Pollutants from operations will be: Controlled particulate matter emissions of 493 tons per year (TPY), of which 429 TPY are fugitive; controlled particulate matter less than 10 micron emissions of 157 TPY, of which 127 TPY are fugitive. The potential to discharge criteria pollutants from the burning of diesel fuel are estimated to be: NOx 1.10 tons per year; CO 10.78584 tons per year; SOx 3.46 tons per year; PM10 5.44 tons per year; VOC 0.52 tons per year. The total hazardous air pollutants from the burning of diesel fuel are estimated to be 0.05 TPY.Startup of operation is planned to begin upon permit approval.
