INVITATION FOR BIDS The Mingo County Commission, 78 East 2nd Ave, Room 308, Williamson, Mingo County, West Virginia is seeking sealed flat-rate bids from qualified vendors to conduct an onsite covered electronic devices (CED) collection event in Mingo County. The project will take place in early 2026, on a date to be determined. The event will include the collection of CEDs including, but not limited to: CRT televisions/computer monitors; projection, plasma, LED, and LCD televisions. Non-rechargeable batteries, biohazards, freon-containing devices, and bare CRT tubes WILL NOT be accepted. All bidders must make a good faith attempt to adhere to the "R2" Practices for Electronic Recyclers or similar industry guidelines and provide the following: certificate of destruction for the event along with a list of downstream vendors within seven (7) days after the event; proof of workers compensation insurance and liability insurance; a copy of their West Virginia business license; and a list of allowable/non-allowable items with their proposal. All allowable items received are to be removed by the vendor. Vendor must also provide all necessary personnel, packing materials, equipment, and transportation to successfully conduct the event. Bids will be accepted by hand delivery to Leigh Ann Ray, project manager, at her office located on the third floor of the main courthouse, Room 308-B, or by U.S. mail addressed as follows: Nathan Brown, Mingo County Commission president; Attention: Leigh Ann Ray; 78 East Second Ave., Room 308-B, Williamson, WV 25661. Proposals will be accepted until 4 p.m. Tuesday, November 18, 2025. Bids will be opened and read aloud at the Mingo County Commission regular meeting session scheduled to begin at 4:30 p.m., Tuesday, November 18, 2026. All bids must be sealed and clearly marked on the outside of the envelope "BIDDER – CED RECYCLING PROJECT". The Mingo County Commission reserves the right to reject any or all bids or waive any informalities on the proposal process. No bidder may withdraw his/her bid within 30 days of the date of the bid opening. The successful bidder must be licensed to do business in West Virginia and will enter into a contract agreeable to the Mingo County Commission and the West Virginia Department of Environmental Protection.
