COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND ENVIRONMENTAL ASSESSMENT November 21st 2025 800 5th Ave Huntington, WV 25701 304-696-5540 ext. 2103 On or about December 8th 2025 the City of Huntington will submit a request to the U.S. Department of Housing and Urban Development for the release of HOME Investment Partnership entitlement funds according to Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake the following projects: 1. Religious Coalition for Community Renewal (RCCR) – Single-family Home Construction Location: The project is located in the Fairfield neighborhood of the City of Huntington at 1664 10th Ave, Huntington, WV 25701. Project/Program Description: The proposed project involves the collaboration between the City of Huntington, and RCCR to construct a new, three bedroom home for sale to an household whose earnings are at or below 80% of the area's median income. Total Anticipated Funding: $223,000 Total HOME Funding: $160,000 2. Childers Crossing – Phase II – New Affordable Apartment Housing Units Location: The project is located in the Altizer neighborhood just outside the corporate boundary of the City of Huntington at the corner of Wray Drive & Price Industrial Lane, Huntington, WV 25702. Project Description: The proposed project is a new construction residential rental property comprising thirty two 3-bedroom apartments. This development is intended to address the need for affordable housing in the area and will be primarily financed through Low Income Housing Tax Credits. To qualify for residency in this community, residents' maximum annual gross household income must not exceed sixty percent of the area median income, with the stipulation that eight of the apartments are specifically designated for households earning no more than forty percent of the area median income. The project represents the second phase of a comprehensive five-phase development plan, each phase of which will consist of thirty or more apartments. This phased approach allows for the gradual expansion of affordable housing in the area, aligning with the community's growing needs. Key features of these apartments include three bedrooms, providing spacious and comfortable living spaces for residents. Additionally, each apartment will be equipped with its own washer and dryer, offering residents the convenience of in-unit laundry facilities. Furthermore, the fully equipped kitchens in each apartment will promote self-sufficiency and quality of life for the residents. To ensure the well-being and satisfaction of our residents, the project will feature an on-site property management office and a maintenance garage. These facilities will enable us to promptly address residents' needs, maintain the property to high standards, and provide a safe and comfortable living environment. Total Anticipated Cost: $9,294,762 HOME Investment: $168,083 FINDING OF NO SIGNIFICANT IMPACT The City of Huntington has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Huntington, Office of Planning and Development, 800 5th Ave L7, Huntington, WV 25701 and may be examined or copied weekdays 8:00 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Huntington Department of Planning and Development, 800 5th Ave, Huntington, WV 25701. All comments received by December 5th 2025 will be considered by the City of Huntington. ENVIRONMENTAL CERTIFICATION The City of Huntington certifies to U.S. Department of Housing and Urban Development that Patrick Farrell, Certifying Officer, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. U.S. Department of Housing and Urban Development approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Huntington to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS U.S. Department of Housing and Urban Development will accept objections to its release of fund and the City of Huntington's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Huntington; (b) the City of Huntington has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by U.S. Department of Housing and Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
