AIR TRAFFIC CONTROL TOWER IMPROVEMENT PROJECT

The Ohio County Commission will accept sealed bids for the Wheeling-Ohio County Airport Air Traffic Control Tower Improvement Project until 1:00 p.m. on Thursday, January 15, 2026. At that time, all proposals shall be publicly opened and read aloud in the Ohio County Commission Board Room. Bids will be accepted for TWO SEPARATE prime contracts: (GLAZING) AND (GENERAL). Bids must be addressed to Ohio County Commission, 215 City County Building, 1500 Chapline Street, Wheeling, WV 26003, and clearly marked as a bid for: AIP No. 3-54-0030-039-2025_A (GLAZING) or AIP No. 3-54-0030-039-2025_B (GENERAL), on the outside of the envelope. Contractors may submit bids for one or both contracts. Bids received after the date and time designated for bid opening, or authorized extension thereof, will not be opened or considered.

(GLAZING): The major work items include tower cab glass and frame replacement including adjacent window shades.
(GENERAL): The major work items include replacement of windowsills and ceiling in the tower cab. On cab roof the fall protection guardrail is being raised. A mechanical unit which serves the cab is to be replaced. The FAA Radio Room will receive new static dissipative flooring and new ceiling tiles. New floor finishes are to be installed in a corridor. Some asbestos abatement will be required. The balcony and canopy over main entry door are being re-roofed, and concrete spalling is to be repaired. In the garage, one man-door and three sectional/coiling service doors are being replaced. Existing electrical cabling serving the Ground Power Unit cart is being placed inside conduit.
The Airport anticipates issuing a separate notice of award to the responsive low bidder of each AIP No 3-54-0030-039-2025_A (GLAZING) and AIP No 3-54-0030-039-2025_B (GENERAL), the federal schedules of work no later than March 1, 2026, with anticipated construction to begin within 90 days of award. If the Airport does not receive a grant from the FAA within the 90-day period, the responsive low bidder of the federal schedules of work will be given the opportunity to hold their bid prices until a grant is issued from the FAA. If the responsive low bidder of the federal schedules of work holds their bid, no bid unit prices will be allowed to be modified; however, if a change in wage rates affects the original bid, a change order can be processed to account for increased wages. If the responsive low bidder of the federal schedules of work does not hold their bid, the project will be rebid.
A Pre-Bid meeting will be held at the Wheeling-Ohio County Airport, 115 Skyway Lane, Wheeling, West Virginia 20063 on Tuesday, December 2, 2025, at 10:00 a.m., local time. The site will be shown to interested bidders at that time. All bidders are advised to examine the site to become familiar with all site conditions.
Each bid must be accompanied by a Certified Check or Cashier’s Check in the amount of not less than five percent (5%) of the total bid, made payable to the Ohio County Commission, or by Bid Bond in like amount executed by a Surety Company.
All bidders are advised that the right is reserved by the Sponsor to waive any informality in, or to reject any or all bids at its sole discretion.
