NOTICE OF PUBLIC HEARING ON ORDINANCE CREATING THE CITY OF SOUTH CHARLESTON REDEVELOPMENT DISTRICT NO. 2 Pursuant to W.Va. Code 7-11B-7, a public hearing will be held by the City Council of the City of South Charleston, West Virginia (the "City"), on the following entitled Ordinance on the question of whether the City should create a redevelopment district, the City of South Charleston Redevelopment District No. 2 (the "TIF District"), for the purposes of undertaking improvements to facilitate redevelopment in the Jefferson Road area (the "Project") as approved by the West Virginia Department of Economic Development upon application in 2024. At a regular meeting of the City Council to be held at 7:30 p.m., on Thursday, December 4, 2025 in its Chambers at City Hall, 401 D Street, South Charleston, West Virginia, all parties and interested persons may attend and appear before the City Council and be heard as to whether the Ordinance shall be put into effect and to express their views on the proposed TIF District and at such hearing all objections and suggestions shall also be heard and the City Council shall then take such action as it shall deem proper in the premises upon an Ordinance entitled: AN ORDINANCE AUTHORIZING THE CREATION OF THE CITY OF SOUTH CHARLESTON REDEVELOPMENT DISTRICT NO. 2, AND APPROVING JEFFERSON PARK PROJECT PLAN NO. 1, FOR THE PURPOSES OF REDEVELOPMENT OF CERTAIN PROPERTY IN JEFFERSON PARK, SOUTH CHARLESTON, WEST VIRGINIA AS DESCRIBED IN THE APPLICATION FOR REDEVELOPMENT DISTRICT NO. 2 APPROVED BY THE WEST VIRGINIA DEPARTMENT OF ECONOMIC DEVELOPMENT The above-quoted title of the Ordinance generally describes the contents thereof. The proposed TIF District includes real and certain personal properties comprising properties in the Jefferson Road area of the City of South Charleston, including, in particular, Jefferson Park, the West Virginia State Police Headquarters and the South Charleston Recreation Center. The TIF District is also described in Exhibit A to the Ordinance. The creation of the TIF District will benefit the City and its residents by facilitating the orderly development and economic stability of the City, and that development therein will encourage investing in job-producing, private development and expand the public tax base of the City and Kanawha County, that future improvements will result in the increase in the value of property located in the TIF District and will encourage increased employment and business activity within such area and will serve a public purpose of the City. Upon creation of the TIF District, the City anticipates the potential issuance of tax increment financing obligations to finance up to $35,000,000 of costs associated with the undertaking of the Project and may also include (i) payment of costs of design, acquisition, construction, and/or equipping of one or more infrastructure and/or capital improvement projects within the TIF District; (ii) funding a debt service reserve for the tax increment financing obligations; (iii) funding capitalized interest on the tax increment financing obligations; and (iv) paying costs of issuance of the tax increment financing obligations and related expenses, including expenses for professional services. No financing will occur without separate action by the City Council. Any principal of and interest on tax increment financing obligations related to the TIF District and the approved Project for the TIF District issued by the City will be payable from the tax increment fund established for the TIF District. A certified copy of the above-entitled Ordinance is on file at the office of the Mayor at City Hall, 401 D Street, South Charleston, West Virginia, for review by interested persons during regular office hours.
