Rule 30B application to pass through increased purchased water costs from Flatwoods Canoe Run PSD
to District’s customers.
NOTICE OF FILING
NOTICE is hereby given that Birch River Public Service District (District), a public utility, fi led a request
to increase its water rates and charges with the Public Service Commission of West Virginia because
of an increase in the cost of purchased water charged by Flatwoods-Canoe Run Public Service District.
Commission Staff reviewed the District’s application and recommended that the Commission approve the
Step 1 Rates for all service rendered on and after the Commission’s November 24, 2025, Order and Step
2 Rates effective for all service rendered upon certification of substantial completion of the Flatwoods
Canoe Run Public Service District’s project approved in Case No. 24-0467-PWD-CN when the increased
wholesale rate will go into effect.
Effective for all service rendered on and after November 24, 2025, the average monthly
bill for District customers will be changed as follows over current rates (Step 1):

Commercial $13.95 8.69%
Public Authority $1.50 3.05%
The Staff Recommended Step 1 Rates will increase rates by $1.50 per thousand gallons of metered water
usage. Staff also proposed a leak adjustment rate of $9.85 per thousand gallons of metered water usage.
The average monthly bill for District customers will be changed over current rates as follows upon sub
stantial completion of the Flatwoods Canoe Run Public Service District Project, approved in Case No.
24-0467-PWD-CN (Step 2):

The Staff Recommended Step 2 Rates will increase rates by $0.18 per thousand gallons of metered water
usage. Staff also proposed a leak adjustment rate of $10.03 per thousand gallons of metered water usage.
The 30B procedure is designed to provide for a change in rates and charges in order to produce additional
revenue suffi cient, but no more than suffi cient, to offset the increased cost for water purchased by the
utility. Consequently, protests should be limited to the
reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or
intervene should fi le a written protest or notice of intervention within twenty (20) days following the date
of this publication unless otherwise modifi ed by Commission order. Failure to timely intervene can affect
your rights to protest any rate increases and to participate in future proceedings. Requests to intervene
must comply with the Commission’s rules on intervention.
