NOTICE
The City of Wellsburg, WV will be receiving sealed bids from contractors registered in the State of West Virginia for the Wellsburg Charles Street Sidewalks project until November 23rd, 2015 by 2:00 pm, at which time they will be time stamped by the Wellsburg City Manager’s Office. Addressed Titled: Wellsburg Charles Street Sidewalks, c/o Wellsburg City Manager’s Office, 70 Town Square, Wellsburg, WV 26070. Sealed bids may be hand delivered or mailed to the above address. Bids will be publicly opened and read aloud in the Council Chambers of the Wellsburg City Building at 3:00 pm.
The project includes demolition and partial salvaging of the existing streetscape on Charles Street from Sixth to Seventh Streets and Town Square; re-setting brickwork; new concrete, brick paving, tree island bump outs, concrete curbs; and asphalt; site amenities such as benches, tables, and trash receptacles; electrical work, and landscaping.
Copies of the plans, specifications, and proposal forms may be obtained from Hays Landscape Architecture Studio at 145 East Main St, St. Clairsville, OH 43950 upon payment of one hundred dollars ($100.00) made payable to Hays Landscape Architecture Studio, Ltd. The deposit is refundable and issued only to those contractors submitting a bonafide proposal and who return the documents in good condition within 10 days following the bid opening. Copies of the bidding documents may also be mailed upon request of the bidder for an additional non-refundable one hundred dollars ($100.00).

A bid bond of 5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the total bid amount must be submitted with the bid documents, and bids shall be guaranteed for a period of 180 days.
Federal Wage Rates for Brooke County determined under the Davis-Bacon and Related Acts will apply.
A Mandatory Pre-Bid Meeting will be held at Wellsburg City Building, on November 9th, 2015 at 10:00 am, at which time questions will be answered regarding this project. All questions will be responded by Wednesday, November 18th at 4:00 pm. After that time, no further questions will be addressed.
No bidder may withdraw his bid for a period of sixty days, and bids shall be guaranteed for a period of 180 days.
The City of Wellsburg reserves the right to accept or reject any and all bids, to negotiate with the lowest qualified bidder and to waive any informality in a bid or to reject an informal bid if necessary.
