Interior Build-Out of Low-Barrier Shelter

Jefferson County Community Ministries (JCCM) invites qualified contractors to submit sealed bids for the interior build-out of its Low-Barrier Shelter at 206 Racetrack St., Ranson, WV. Work includes one large sleeping area, a dayroom/lounge, three offices, ADA-compliant restrooms with showers and laundry, and a full kitchen. Mechanical, electrical, plumbing, HVAC, lighting, power, water, sanitary, and fire suppression must meet all applicable local, state, and federal codes.

238 West Washington Street, Charles Town, WV 25414, by 02/28/2026 at 1:00pm. Late bids will not be accepted.
Pre-Bid Meeting (strongly recommended): 02/12/2026 at 2:00pm at the project site.
Questions/RFIs: Email Jim King, Project Manager at [email protected] no later than 11/6/2025 at 5:00pm. Only written addenda issued by JCCM modify the procurement documents.
Eligibility: WV Contractor’s License; City of Ranson business and B&O licenses; current insurance; active SAM.gov registration; not suspended/debarred. Certified payrolls (WH-347) required.
Bonds & Insurance: 5% Bid Bond; 100% Performance and Payment Bonds; insurance per bid documents (JCCM additional insured).
Federal Requirements: HUD-funded project; HUD Forms 4010 and 5370 apply; Davis-Bacon wages and posting; Wage Determination WV20250037, Mod 7 (06/06/2025); Copeland Act; CWHSSA; EEO (EO 11246/41 CFR 60-4.3); Section 3 (24 CFR Part 75) with reporting (HUD-60002A); Domestic Preference (2 CFR 200.322); Recovered Materials (2 CFR 200.323); Telecom ban (2 CFR 200.216).
