Rule 19-A application to increase sewer rates and
Charges and request for emergency interim rate
Increase.
NOTICE OF APPLICATION TO CHANGE RATES
On August 22, 2025, Hundred-Littleton Public Service
District (HLPSD) applied for revised rates for providing
sanitary sewer services under the Commission process
applicable to small utilities. It also requested emergency
interim rates during the pendency of this proceeding.
On September 24, 2025, Commission Staff filed a
memorandum recommending the Commission grant
HLPSD interim rates generating an additional $43,621
annually or 28.75 percent over current rates. Staff also
requested a portion of the revenue collected be
dedicated to a bond arrearage. The interim rates
became a Commission Order on October 16, 2025.
On December 22, 2025, Staff recommended the
Commission adopt revised rates in two steps with the
first step equal to the current interim rates and the
second rate step generating an additional 45.82 percent
above the approved rates, effective on approval of a
pending administrative services agreement. The tariff
rates before filing this proceeding were as follows:
RATES (Customers with metered water supply)
$18.20 per 1,000 gallons (includes $1.97 for USDA
arrearage)
MINIMUM CHARGE
No bill will be rendered for less than $54.60 per month
(includes $5.91 for USDA arrearage)
FLAT RATE CHARGE (customers with non-metered
water supply)
Equivalent of 3,500 gallons of water usage, $63.70 per
month (includes $6.91 for USDA arrearage)
The Staff-recommended rates are as follows:
STEP ONE RATES
RATES (Customers with metered water supply)
$23.43 per 1,000 gallons (includes $0.51 for USDA
arrearage)
MINIMUM CHARGE
No bill will be rendered for less than $70.29 per month (includes
$1.53 for USDA arrearage)
FLAT RATE CHARGE (customers with non-metered
water supply)
Equivalent of 3,500 gallons of water usage, $82.01 per
month
(includes $1.79 for USDA arrearage)
STEP TWO RATES
RATES (Customers with metered water supply)
$26.34 per 1,000 gallons
MINIMUM CHARGE
No bill will be rendered for less than $79.02 per month
FLAT RATE CHARGE (customers with non-metered
water supply) Equivalent of 3,500 gallons of water
usage, $92.19 per month
Anyone desiring to review the Staff Report may do so
on the Commission website ( www.psc.state.wv.us).
Anyone desiring to protest the changed rates and
charges must do so in writing within ten days of the date
of publication of this notice. Protests may be filed online
through the Commission website using the “Submit a
Comment” link or may be mailed to the Executive
Secretary, Public Service Commission of West Virginia,
P.O. Box 812, Charleston, West Virginia 25323, or
hand-delivered to the Public Service Commission. To
help the Commission determine the justification for
additional review and investigation, protests must be
specific as to reasons the changed rates and charges
should be modified. In addition, anyone desiring a
hearing in this matter must demand a hearing in the
written protest.
If no hearing is demanded, the Commission may affirm
the proposed rates without hearing. The Commission
may adopt rates and charges for HLPSD which are the
same as, greater than or less than the
Staff-recommended rates and charges.
