PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0729-PWD-19A ENLARGED HEPZIBAH PUBLIC SERVICE DISTRICT NOTICE OF STAFF-RECOMMENDED RATES On August 14, 2025, Enlarged Hepzibah Public Service District, Harrison County, West Virginia, filed with the Public Service Commission an Application requesting increased rates and charges for furnishing public water service to its customers in Harrison County, West Virginia. The Staff of the Public Service Commission has reviewed the District’s application and recommended a rate increase that will become effective for all water service rendered on and after the date of the Public Service Commission’s final order in this case. The Staff Recommended Rates are designed to produce approximately $89,131 in additional revenue annually for the District, an overall increase of 11.02% over current rates. Under the Staff-Recommended Rates, the monthly bill for the District’s residential customer with an average monthly usage of 2,800 gallons will experience an increase of $3.87 per month or 7 .99% over current rates. The District’s commercial customers at the average monthly usage of 46,400 gallons will experience an increase of $71.08 per month, or 10.74% over current rates. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modffied.
