SECTION 00100 INVITATION FOR BIDS CITY OF CLARKSBURG ASBESTOS ABATEMENT AND DEMOLITION OF MULTIPLE STRUCTURES Sealed bids will be received by the City of Clarksburg for the Asbestos Abatement and Demolition Of Multiple Structures until 10:00 A.M. prevailing time on the 18th day of March, 2026 at the City of Clarksburg Municipal Building, City Manager’s Conference Room, 222 West Main Street, Clarksburg, WV 26301 at which time bids will be opened and read aloud. The contracts will all have a construction time limit of forty-five (45) calendar days with liquidated damages of two-hundred fifty ($250.00) dollars per day. Asbestos abatement for the contracts must be performed in accordance with WV Division of Health Legislative Rules Title 64 Series 63, OSHA Asbestos Construction Standard 29 CFR 1926.1101 and the EPA Asbestos NESHAP guidelines 40 CFR 61, Subpart M. A Notice of Abatement, Demolition or Renovation form must be submitted to the proper agencies, and a 10-day notice given prior to the commencement of any abatement or demolition on these structures. A pre-bid meeting will be held on March 11, 2026, at 10:00am, at the City of Clarksburg Municipal Building, City Manager’s Conference Room, 222 West Main Street, Clarksburg, WV 26301. All invited Bidders are encouraged to attend the meeting. A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Receipt of Addenda, bid bond and all other necessary documents as required on the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form”. Both envelopes must have the following information in the lower left-hand corner. Name and address of Bidder, Bidder’s WV Contractor’s License Number, “Bid on Asbestos Abatement and/or Demolition of Multiple Structures, City of Clarksburg, City Manager’s Office, 222 West Main Street, Clarksburg, WV 26301. – March 18, 2026. The main envelope, “Envelope No. 1”, will be opened first and the Receipt of Addenda, Bid Bond and all other pertinent and required documents as listed on the Bid Opening Checklist will be checked to ensure that all documents are in order. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Proposal Form” will be opened and publicly read aloud. If the documents are not in order, the envelope containing the “Bid Proposal Form” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw a Bid for a period of ninety (90) days after the date set for the opening of Bids. Bids shall be accompanied by a certified check or Bid Bond payable to the City of Clarksburg, in an amount equal to five percent (5%) of the base Bid. Also, invited Bidders should note the requirement for Performance and Payment Bonds in an amount equal to 100% of the contract price. Performance and Payment Bonds are required prior to the execution of the contract between the City of Clarksburg and the successful Bidder. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act and the Contract Work Hours Safety Standards Act. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.
