PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 25-0730-PSD-19A ENLARGED HEPZIBAH PUBLIC SERVICE DISTRICT NOTICE OF STAFF- RECOMMENDED RATES On August 14, 2025, Enlarged Hepzibah Public Service District, Harrison County, West Virginia, filed with the Public Service Commission an Application requesting increased rates and charges for furnishing public sewer service to its customers in Harrison County, West Virginia. The Staff of the Public Service Commission has reviewed the District’s rate increase application and recommended a rate increase that will become effective for all sewer service rendered on and after the date of the Public Service Commission’s final order in this case. The Staff Recommended Rates are designed to produce approximately $74,143 in additional revenue annually for the District, an overall increase of 16.37% over current rates. Under the Staff-Recommended Rates, the monthly bill for the District’s residential customer with an average monthly usage of 3,200 gallons will experience an increase of $6.10 per month or 14.75% over current rates. The current and Staff-recommended rates are as follows: Current Staff Recommended RATES (Customers with a metered water supply) Per 1,000 gallons $12.73 $14.61 Per hundred cubic feet $ 9.54 $10.95 MINIMUM CHARGE (per month) $38.19 $43.83 Anyone desiring to review the Staff recommendation may do so on the Commission website (www.psc.state.wv.us). Anyone desiring to protest the changed rates and charges must do so, in writing, within ten (10) days of the date of publication of this notice. Protests may be filed on line through the Commission website using the “Submit a Comment” link or may be mailed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, 201 Brooks Street, Charleston, West Virginia 25323, or hand-delivered to the Public Service Commission. To help the Commission determine the justification for additional review and investigation, protests must be specific as to reasons that the changed rates and charges should be modified.
