NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD

for the 5-year PHA Plan for 2025-2029 & Annual PHA Plan for 2026

The City of Martinsburg Housing Authority (MHA) is requesting public comments and conducting a public hearing on our proposed Annual PHA Plan for 2026, and 5-Year PHA Plan for 2025-2029. Copies of the draft plans, all plan attachments, documents and relevant information are available for public review, inspection and comments from Wednesday March 18, 2026, through Monday, May 4, 2026. Comments will also be accepted at the public hearing.

These documents are available for public review on MHA’s website at www.cityofmartinsburgha.org under Agency Plans tab. Copies are also available at our two high rise locations located at:

Public Comment Submission

The City of Martinsburg Housing Authority residents, Housing Choice Voucher participants and the public may provide oral comments by either attending a public meeting and/or by submitting written comments to either rental office listed above during the comment period.

First Public Hearing

Date and Time: Tuesday May 5th, 2026, at 2:00 pm

Final Public Hearing

Date and Time: Tuesday, May 19th, 2026, at 2 PM
