CITY OF HUNTINGTON NOTICE OF PUBLIC HEARING THE HOME-ARP ALLOCATION PLAN – SUBSTANTIAL AMENDMENT # 1 FOR THE HOME- AMERICAN RESCUE PLAN PROGRAM UNDER THE FY 2021 ANNUAL ACTION PLAN – SUBSTANTIAL AMENDMENT This notice is hereby given by the City of Huntington, Cabell County, WV will conduct a public hearing on Tuesday, April 21, 2026, at 10:00 a.m., prevailing time, in City of in the City Hall Council Chambers. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact the City of Huntington's Department of Development and Planning, at (304) 696-5540, Ext. 2103 to make arrangements, or for persons who may have a hearing impediment, please contact 711 for the TTY/TTD Relay. The purpose of the public hearing is to present the City of Huntington's HOME-ARP Allocation Plan – Substantial Amendment #1 for the HOME-American Rescue Plan funds under the FY 2021 Annual Action Plan. The City intends to submit its HOME-ARP Allocation Plan – Substantial Amendment to the U.S. Department of Housing and Urban Development (HUD) on or before Tuesday, May 12, 2026. The City of Huntington's HOME-ARP Allocation Plan for the use of HOME-ARP funds was submitted to HUD on March 30, 2023. In accordance with HOME-ARP program regulations, the City is allowed to make substantial amendments to its HOME-ARP Allocation Plan in accordance with the City's Citizen Participation Plan. The City has determined that it is necessary to amend the approved HOME-ARP Allocation Plan. This is considered a substantial amendment in accordance with the City's Citizen Participation Plan. The City is proposing to amend the HOME-ARP Allocation Plan's Allocations. The City is proposing the following amendment to the FY 2021 HOME-ARP Allocation Plan – Substantial Amendment #1 for the HOME-American Rescue Plan funds under the FY 2021 Annual Action Plan.: FY 2021 Substantial Amendment #1: HOME-ARP Supportive Services: Increase the project/activity budget by reallocating $600,000 from the HOME-ARP project/activity entitled HOME-ARP Redevelopment of Affordable Housing. The new project/activity line-item budget will be $800,000.00. HOME-ARP Development of Affordable Rental Housing: Decrease project/activity budget by $600,000.00 for a new project/activity budget line-item budget of $1,272,162. In order to obtain the views of residents, public agencies, and other interested parties, the City of Huntington has placed its HOME-ARP Allocation Plan – Substantial Amendment under the FY 2021 Annual Action Plan – Substantial Amendment on public display starting Thursday, March 26, 2026, and ending on Friday, April 24, 2026. The HOME-ARP Allocation Plan – Substantial Amendment may be examined at the City's website http://www.cityofhuntington.com and at the following locations: Department of Development and Planning Room 14, City Hall, 800 Fifth Avenue, Huntington WV 25701 Cabell County Public Library – Guyandotte Branch 203 Richmond Street, Huntington, WV 25702 Cabell County Public Library – West Huntington Branch 901 West 14th Street, Huntington, WV 25704. All interested residents are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the draft FY 2021 HOME-ARP Allocation Plan – Substantial Amendment #1 under the FY 2021 Annual Action Plan.
