LEGAL NOTICE REQUEST FOR QUALIFICATIONS (RFQ) CONSTRUCTION MANAGER AT RISK (CMAR) The Cabell County Board of Education, with its central office located in Huntington, Cabell County, West Virginia, is soliciting Letters of Interest from firms detailing their qualifications to provide Construction Manager at Risk (CMAR) services, pursuant to West Virginia Code 5-22B-1 et seq., for the construction of a new elementary school facility in Ona, Cabell County, West Virginia. DESCRIPTION OF CONSTRUCTION PROJECT The proposed project consists of the construction of a new elementary school facility designed to serve approximately 270 students in grades Pre-K through 5. The project will be located on the current Ona Elementary School property in the Ona area of Cabell County, West Virginia. The new facility will be approximately 47,000 sq ft and will include general education classrooms, special education spaces, Pre-K classrooms, administrative offices, a media/STEAM center, a cafeteria, a kitchen, a renovation of existing multipurpose space, and associated student support and personnel areas. The project is anticipated to be constructed in phases while the existing school remains operational. Construction will require careful coordination to maintain safe and continuous school operations on-site, including the use of portable classroom units during portions of the project. Maintaining student and staff safety will be a critical component of the project, including secure separation between construction activities and occupied school areas, controlled site access, and coordination with school administration throughout construction. Approximately 5,500 sf of existing building space will be retained and incorporated into the center of the new facility. Demolition of portions of the existing school building will occur as part of the phased construction process. Due to the phased nature of the project and the requirement to maintain school operations, continuous operation of mechanical, electrical, plumbing, fire protection, and life safety systems will be required throughout construction. The selected Construction Manager at Risk will be expected to provide preconstruction services including, but not limited to, cost estimating, constructability reviews, phasing and sequencing recommendations, logistics planning for an occupied campus, and coordination related to maintaining continuous building operations. The site will accommodate staff and visitor parking, a separate bus loop and parent drop-off/pick-up loop, outdoor learning and play areas, and related site improvements. Approximately 30-35 service and professional employees are anticipated to work in the new school. The projected completion date is Spring 2027. However, Cabell School may request an extension from the School Building Authority and upon their approval a grant extension may be approved. Letters of Interest shall provide detailed information about the submitting firm's qualifications to provide CMAR services as required by this RFQ. CRITERIA FOR THE EVALUATION OF QUALIFICATIONS The Cabell County Board of Education's criteria for evaluating the qualifications of interested firms, subject to the provisions of West Virginia Code 5-22B-12, include the following: Competency. Competence to perform the required management services as indicated by the technical training, education, and experience of the responding firm's personnel, especially the technical training, education, and experience of the responding firm's employees who would be assigned to perform the services; Ability. Abilities in terms of workload and the availability of qualified personnel, equipment, and facilities to perform the required management services competently and expeditiously, as well as any record of experience working on similar construction projects; Past Performance. Past performance as reflected by the evaluation of previous clients with respect to factors such as control of costs, quality of work, dispute resolution, administration of subcontractors, and meeting of deadlines. Experience with phased construction projects on occupied school campuses, including maintaining building systems and student safety during construction. Financial Responsibility. Financial responsibility including evidence of the capability to provide a surety letter; and Other Qualifications. The evaluation committee may consider any other qualifications which are consistent with the nature, scope and needs of the proposed construction project including, but not limited to, knowledge of the local area and working relationships with local subcontractors and suppliers. Interested firms are encouraged to explain their other qualifications which are consistent with the nature, scope and needs for the proposed construction of a new elementary school in Ona, West Virginia. LETTER OF INTEREST FORMAT A. Cover Letter. Cover letter must include: (a) name, address, and phone number of the office where the personnel assigned to the Project will be based; (b) name, title, and phone number of the principal contact person; and (c) the signature of the firm's leader. A copy of a valid West Virginia Contractor License must be attached to the cover letter as well as the firm's West Virginia Business Registration Certificate (WV Tax Document) and proof of registration via the WV Secretary of State One Stop Portal (WVSOS); B. Firm Profile. The firm profile must include: (a) years of existence; (b) legal form of firm; (c) location of home office; and (d) general firm history. If the proposed form of entity is a joint venture, please identify each venturer and their respective percentage of participation. Provide a summary, on three pages or less, describing why your firm/team is the most qualified for the Project; C. Competency. Competence to perform the required management services as indicated by the technical training, education, and experience of the responding firm's personnel; D. Ability. Abilities in terms of workload and the availability of qualified personnel, equipment, and facilities to perform the required management services competently and expeditiously; E. Past Performance. Past performance as reflected by the evaluation of previous clients; F. Financial Responsibility. Financial responsibility including evidence of the capability to provide a surety letter; G. Safety Programs. Describe the firm's in-house safety program for operating on school board property including but not limited to the firm's compliance with any safety-related process required by state or federal law. H. Other Qualifications. Other qualifications which are consistent with the nature, scope and needs of the proposed construction project including, but not limited to, knowledge of the local area and working relationships with local subcontractors and suppliers. Interested firms are encouraged to explain their other qualifications which are consistent with the nature, scope and needs for the proposed construction of a new middle school in Hurricane, West Virginia. DEADLINE Letters of Interest must be received by the Cabell County Board of Education no later than May 4, 2026, at 3:00 p.m. Letters of Interest must be received and/or delivered to the attention of Justin Boggs, Deputy Superintendent, Cabell County Board of Education, 2850 Fifth Avenue, Huntington, WV 25702.
