PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 26-0081-PWD-30B ADRIAN PUBLIC SERVICE DISTRICT Rule 30B application to pass through increased purchased water costs from the City of Buckhannon to the District’s Customers. NOTICE OF FILING NOTICE is hereby given that Adrian Public Service District (District), a public utility, filed a request to pass through increased purchased water costs from the City of Buckhannon (Buckhannon) to the District’s customers. Buckhannon adopted an ordinance on November 6, 2025, which included a three-step increase. Buckhannon’s adopted rates Step 1, effective for service rendered on and after January 1, 2026, are an increased rate from $2.50 per 1,000 gallons to $3.01 per 1,000 gallons for resale customers, an increase of $0.51 per 1,000 gallons or 20.4% over current resale rates. Buckhannon’s adopted rates Step 2, effective for service rendered on and after January 1, 2027, is an increased rate from $2.50 per 1,000 gallons to $3.53 per 1,000 gallons for resale customers, an increase of $1.03 per 1,000 gallons or 41.2% over current resale rates. Buckhannon’s adopted rates Step 3, effective for service rendered on and after January 1, 2028, are an increased rate over $2.50 per 1,000 gallons to $4.05 per 1,000 gallons for resale customers, an increase of $1.55 per 1,000 gallons or 62% over current resale rates. Commission Staff reviewed the District’s application and recommended that the Commission approve the Staff Recommended Rates. By Order issued March 17, 2025, the Commission approved the Staff Recommended Rates on an interim basis, which increase rates by $0.84 per thousand gallons metered water usage under Step 1, $1.69 under Step 2, and $2.54 under Step 3. The Commission also approved the Staff proposed leak adjustment rate of $5.71 per thousand gallons of metered water usage under Step 1, $6.56 under Step 2 and $7.41 under Step 3. The average monthly bill increase under Step 1 will be changed as follows over current rates: $ Increase % Increase Residential $2.35 3.97% Commercial $3.11 4.27% Industrial $1.01 1.70% The average monthly bill increase under Step 2 will be changed as follows over current rates: $ Increase % Increase Residential $4.73 7.98% Commercial $6.25 8.60% Industrial $2.03 3.42% The average monthly bill increase under Step 3 will be changed as follows over current rates: $ Increase % Increase Residential $7.11 12.00% Commercial $9.40 12.92% Industrial $3.05 5.14% The Rule 30B procedure is designed to provide for a change in rates and charges to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost of water purchased by the utility. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
