No.: WVR113340 Applicant: US ARMY CORPS OF ENGINEERS CELRH-ECD-C 502 8TH ST HUNTINGTON, WV 25701 Location: MILTON, CABELL COUNTY Latitude: 38:25:56 Longitude: 82:07:58 Receiving Stream: Kilgore Creek/Lower Mud River/Lower Guyandotte Activity: The Lower Mud Flood Risk Management Project involves constructing approximately 8,300 linear feet of levee and floodwall along the Mud River to reduce flood risk to the City of Milton, West Virginia. The project includes installation of a 6,200-foot soil-bentonite seepage barrier beneath the earthen levee and steel sheet piling beneath floodwall sections to control seepage. Work will also include modifications to the Mud River channel and banks to improve floodplain capacity and river conveyance. Additional activities include installation of interior storm drainage systems that route runoff through the levee/floodwall system via five culvert penetrations discharging into the Mud River. Approximately 1,100 feet of the existing river channel will be relocated into a new 600-foot channel to accommodate the levee alignment. The City of Milton's raw water intake and low-flow weir will be relocated, and existing utilities (including water and sanitary sewer lines) will be relocated to prevent crossings beneath the levee. Construction will require significant earthwork, with material sourced from four designated borrow sites located near the project area. Work will also include decommissioning two inactive sewage lagoons, with one converted to floodplain and the other used as a spoil site. Erosion and sediment control best management practices (BMPs) will be implemented throughout construction to minimize environmental impacts.
