PROPOSAL NUMBER 2026-1-1 Request for Proposal The Tri-State Transit Authority (TTA) will accept sealed proposals for the purchase to Request for Proposal (RFP) to Supply and Deliver Cut-A-Way Paratransit Vehicles until 2:00 p.m. local time on Friday, May 1, 2026 at 1120 Virginia Avenue West, Huntington, West Virginia, 25704 and then at said offices all proposals will be publicly opened and read. The contract documents and specifications may be obtained from Jennifer Woodall, Assistant General Manager at the above address. Telephone requests should be made to (304) 529-6094. Written requests should be made to: The Tri-State Transit Authority, P.O. Box 7965, Huntington, West Virginia 25779. Proposals should be sealed and clearly marked "Request for Proposal (RFP) to Supply and Deliver Cut-A-Way Paratransit Vehicles." TTA reserves the right to reject any and all proposals and to waive any informalities in proposals on such basis as the Authority deems to be in its best interest. The following WV Transit Agencies are authorized to place purchase orders under any contract resulting from this RFP: Central WV Transit Authority, Mountain Transit Authority, Mountain Line Transit Authority, Tri River Transit, Bluefield Area Transit, Ohio Valley Regional Transit Authority, Eastern Panhandle Transit, Fairmont-Marion County Transit Authority, Potomac Valley Transit Authority, Buckwheat Express, and Little Kanawha Bus. Based on a survey of participating agencies, the estimated total quantity across all vehicle categories is approximately 120 vehicles over the term of the contract. This estimate is for planning purposes only and does not obligate any agency to purchase. Any contract resulting from proposals submitted is subject to a financial assistance contract between TTA, any participating transit agency purchasing under this contract, and the U.S. Department of Transportation. All proposers will be required to certify that they are not on the Comptroller General's List of Ineligible proposers. The successful proposer is required to comply with all applicable Equal Employment Opportunity laws and regulations. TTA hereby notifies proposers that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, minority business enterprises shall be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, sex or national origin in consideration of an award.
