AND INVITATION TO BID
Sealed bids will be received by the McDowell County Commission of Welch, West Virginia for stream restoration including removal of debris and blockages from selected streams, stabilization of streambanks, installation of erosion control measures, and minor grading as necessary to restore natural stream flow. This project consists of five (5) sites to be completed. All work must be performed from the streambanks; no equipment will be permitted to operate in the water. Completion date shall be June 30, 2026.
Bids will be received until noon on April 22, 2026, in the County Clerk's Office at 90 Wyoming Street, Suite 109, Welch, WV 24801.
Bids received after this date will not be considered.
Bids will be publicly opened and read aloud on April 22, 2026, at 4:00 PM during a regular County Commission Meeting, held at the Armory at 600 Stewart Street, Welch, WV 24801. Bidders are invited to attend the meeting, but it is not a requirement. If the meeting is cancelled for any reason, the bids will be opened at the next regular or special meeting.
One (1) set of bid documents shall be enclosed in a sealed envelope and marked visibly on the outside of the envelope "Debris Removal Project." This envelope shall be addressed to the McDowell County Clerk's Office, Attn.: Linda White, 90 Wyoming Street, Suite 109, Welch, WV 24801.
Bid packets may be obtained from the McDowell County Commission, 600 Stewart Street, Welch, WV 24801.
The County Commission nor the County Clerk will be responsible in the event that the U.S. Postal Service or any other courier system fails to deliver the sealed bid to the County Clerk by the given deadline above. No bids will be accepted via facsimile or electronic submission.
The County Commission reserves the right to reject any or all bids, to waive irregularities or informalities in any or all bids, and to accept any bid which is deemed to be in the best interest of the County.
