Bids will be received electronically by the West Virginia
Department of Transportation Division of Highways
through the Bid Express Bidding Service
(www.bidx.com) and by sealed proposals (only when
prequalification is waived) being received at its office in
Building 5, Room 843, 1900 Kanawha Boulevard East,
Charleston, West Virginia until May 19, 2026 at 10:00
AM (Eastern Standard Time). The bids will be
downloaded and/or opened and read publicly thereafter
for the constructions of the following project(s):

Proposals will be received from prequalified and West
Virginia licensed contractors only except that on
Federal-Aid Projects a contractors’ license is not
required at time of bid, but will be required before work
can begin. Registration is required with the
Department of Administration, Division of Purchasing, in
accordance with Chapter 5A, Article 3, Section 12 of the
West Virginia Code. All contractors submitting bids on
project(s) must submit electronically with their bid a
Proposal Guaranty Bond for $500.00 or 5% of the total
bid, whichever is greater.

The West Virginia Department of Transportation
Division of Highways reserves the right to defer, delay
or postpone the date for receiving and publicly opening
proposals for any project designated in this
advertisement, without the necessity of renewing such
advertisement. The deferment, delay, postponement,
and the date that proposals will be received and
publicly opened will be available on www.bidx.com.

The West Virginia Department of Transportation
Division of Highways hereby notifies all bidders that it
will affirmatively ensure that in any contract entered into
pursuant to this advertisement, minority business
enterprises will be afforded full opportunity to submit
bids in response to this invitation and will not be

NOTICE OF REQUEST FOR ARCHITECTURAL SERVICES
The Young Women’s Christian Association of Wheeling, WV (YWCA Wheeling) located in Ohio County, West Virginia is seeking the services of an Architect to provide professional design, bidding, and construction administration services in connection with a 20 bed facility new construction project in a historic district in downtown Wheeling. The architect will be required to (1) prepare and implement design and prepare preliminary engineering report(s), (2) design and prepare construction drawings, bid specifications and bid documents, (3) evaluate proposals received and make recommendation of award, (4) monitor and inspect construction activities to ensure compliance with plans and specifications, (5) review and approve contractor’s pay estimates and (6) any other services required by the YWCA Wheeling for the implementation of this project(s). All architects interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and explanation of firm’s current errors and omissions insurance coverage.
The purpose of the competitive process is to objectively select the architect who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily.

It is the responsibility of the respondent to ensure the receipt of the proposal by the date specified.
Attention is directed to the fact that the project may be undertaken with a combination of State and/Federal funds and all work must be performed in accordance with all applicable laws, rules and regulations. 5G rules and regulations apply.
The selected firm will be required to comply with the Uniform Relocation Act, Title VI of the Civil Rights Acts of 1964, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the House and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions. The selected firm must also fully comply with the Minority/Women-Owned Business Enterprise and Affirmative Action requirements. If a portion of the contract is subcontracted, then “positive efforts” must be made to subcontract to Minority/Women-Owned Businesses. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240.
The YWCA Wheeling will afford full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the award of this contract.
This contract will be awarded to the responsible offer or whose proposal is within the competitive range and determined to be the most advantageous to the YWCA Wheeling, price and other factors considered.
