CITY OF SHINNSTON RESOLUTION, ORDER AND NOTICE OF SPECIAL ELECTION FOR AN ADDITIONAL MUNICIPAL LEVY TO THE VOTERS OF THE CITY OF SHINNSTON Please take notice that at a special meeting of the Council of the City of Shinnston, State of West Virginia, held on the 27th Day of January 2026, as provided by law, the following Resolution, Order and Notice was made and entered of record, to wit: The Council of the City of Shinnston being of the opinion that the maximum levies for current expenses authorized by Article 8, chapter 11, of the Code of West Virginia as amended, will not provide sufficient funds for the payment of current expenses of the City of Shinnston, including expenditures for the purpose or purposes hereinafter set forth, and that an election should be held to increase such levies under the provisions of Section 16, Article 8, Chapter 11 of the Code of West Virginia, as amended, it is hereby ordered: 1. That the purpose or purposes for which additional funds are needed are as follows: A. To provide funds to repair and resurface existing city streets and sidewalks; B. To provide funds to maintain, operate and improve recreational programs and facilities. 2. That the total approximate amount for said purposes is as follows: (Annual Total) Streets and Sidewalks: $140,092.80 or 80% of total received, Recreation: $35,023.20 or 20% of total received. Total: $175,116 before allowances for discounts, exonerations or delinquencies. 3. That the approximate amount for said purposes is: (Grand Total for levy term): A. Streets and Sidewalks: $700,460 or 80% of total received, B. Recreation: $175,116 or 20% of total received. Grand Total: $875,576 before allowances for discounts, exonerations or delinquencies. Allowing for tax discounts (2%) and exonerations / delinquencies (5%), the City anticipates net collections of $163,033 per year or $815,165 over the 5-year levy term. 4. That the separate and aggregate assessed valuation of each class of taxable property within Shinnston is as follows: Class I $ 0 Class II $36,279,894 Class IV $39,228,677 5. That the proposed additional rate of levy in cents per each $100 of assessed valuation on each class of property is as follows: Class I 6.25 cents Class II 12.50 cents Class IV 25.00 cents 6. That in the event that the separate and aggregate valuation of each class of taxable property within the City of Shinnston increases during the term of the special levy, the funds generated in excess of $795,255 shall be appropriated proportionately to the same purposes. 7. That the proposed year to which additional levy shall apply are the fiscal years beginning July 1, 2027; July 2, 2028; July 1, 2029; July 1, 2030; and July 1, 2031. 8. That the Council will not issue bonds upon approval of the proposed levy. 9. That the question of such additional levy shall be submitted to a vote at the Primary Election to be held on the 12th day of May 2026. 10. That the notice calling such election shall be given by the publication of this order at least once each week for two successive weeks before said election in two newspapers of opposite politics and of general circulation in the territory in which the election is held. If there is only one newspaper published in the county, said publication shall be made therein. All provisions of the laws concerning general elections shall apply as far as they are practicable, except that a separate ballot shall be used at such election when held in connection with any other election. 11. That the ballot to be used at such election shall be in the following form: OFFICIAL BALLOT ELECTION TO AUTHORIZE ADDITIONAL LEVIES City of Shinnston, West Virginia May 12, 2026 Special election to authorize additional levies for the fiscal years beginning July 1, 2027; July 1, 2028; July 1, 2029; July 1, 2030; and July 1, 2031, for the following purposes: A. Repair and resurface existing city streets and sidewalks, $130,426.40 or 80% of total received; B. Maintain, operate and improve recreational programs and facilities, $32,606.60 or 20% of total received, According to the order of the City of Shinnston Council entered the 27th of January 2026 The additional rate of levy in cents per one hundred dollars of assessed valuation on each class of property shall be: Class I Property…….…….6.25 cents Class II Property………..12.50 cents Class IV Property……….25.00 cents In the event the separate and aggregate assessed valuation of each class of taxable property within the City of Shinnston increases during the term of the special levy, the funds generated in excess of $115,690 per year shall be apportioned proportionately to the same purposes. _________FOR THE LEVIES _________AGAINST THE LEVIES INSTRUCTIONS: Those in favor of the additional levies mark an (X) in the square opposite “FOR THE LEVIES;” those against such levies mark an (X) in the square opposite “AGAINST THE LEVIES.”
