Activity in a 100-Year Floodplain

This is to give notice that the Town of Davy, under Part 58, has determined that the following proposed action under the Davy Source Water Project Step I and associated HUD funding sources is located within the 100-year floodplain. The Town of Davy will be identifying and evaluating practicable alternatives to locating the action within the floodplain and will assess the potential impacts of the proposed action on the floodplain, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR Part 55.20, Subpart C, Procedures for Making Determinations on Floodplain Management.
The Davy Water Step I Project consists of improvements to the Town's existing water treatment facility located in McDowell County, West Virginia. The project will include construction of a new water treatment plant building, installation of modern treatment systems, and demolition of the existing structure. The improvements are intended to enhance water quality, increase system reliability, and ensure continued compliance with applicable drinking water standards for approximately 174 residential, commercial, and public service users. The project area encompasses approximately 2.5 acres of previously disturbed land associated with the existing facility and is situated within the floodplain along the Tug Fork River.
There are three primary purposes for this notice. First, individuals who may be affected by activities within the floodplain and those who have an interest in the protection of the natural environment are encouraged to express their concerns and provide information. Commenters are encouraged to suggest alternative sites outside of the floodplain, alternative methods to accomplish the same project purpose, and measures to minimize or mitigate potential impacts. Second, this notice serves as an important public information tool to raise awareness regarding floodplain management and to support Federal efforts to reduce risks associated with development in flood-prone areas. Third, as a matter of fairness, when the Federal government participates in actions located within a floodplain, it must inform those who may be affected or placed at risk.
