REQUEST FOR PROPOSALS (RFP) NON-EMERGENT MEDICAL TRANSPORTATION (NEMT) PLANNING STUDY CENTRAL WEST VIRGINIA (8-COUNTY REGION) 1. Introduction The Mid-Ohio Valley Regional Planning and Development Council (MOVRC), in partnership with the Pioneer Network, is soliciting proposals from qualified consulting firms to conduct a comprehensive planning study for the development of a regional Non-Emergent Medical Transportation (NEMT) system. 2. Project Background Many residents lack reliable transportation to access healthcare services, resulting in missed appointments and poorer health outcomes. 3. Project Objectives – Engage stakeholders – Develop governance and financial models – Create implementation roadmap The primary goals of the Pioneer Network Non-Emergent Medical Transportation Study project are to: Analyze stakeholder capacity and identify potential partners Provide data-driven recommendations for NEMT implementation across 8 counties, including recommended governance frameworks, partnership structures and sustainability plans. Identify potential funding sources and provide a financial plan The focus of this study will be for the counties of Calhoun, Roane, Wirt, Braxton, Clay, Gilmer, Nicholas and Webster. 4. Scope of Services Includes needs assessment, stakeholder engagement, governance modeling, financial planning, and implementation strategy. 1. Research and Data Collection Review existing relevant plans, studies, and data related to rural health access, non-emergent medical transportation, and the impact on the seven vital conditions in the eight counties. Conduct interviews with key stakeholders, including local gov-ernment officials, business owners, social service organi-zations, community leaders, and residents. Collect data on current partner capacities, resident and patient demographics, and traffic patterns (if available). Identify existing businesses and organizations that could sup-port local NEMT, as well as gaps in services. Analyze best practices and case studies of successful rural NEMT projects in similar regions. 2 . Recommendations and Action Plan Develop specific, actionable recommendations for the network as a whole and each identified county, including: Strategies for implementing and maintaining NEMT. Recommendations for governance models and financial sustainability. Potential funding sources (grants, public-private partner-ships, etc.). An implementation timeline with clearly defined roles and responsibilities. Prepare a comprehensive report detailing findings, analysis, and recommendations. Present findings to MOVRC and relevant county/community stakeholders 5. Deliverables – Facilitate up to eight (8) clarifying stakeholder interviews and four focus groups – Needs assessment report – Stakeholder summary – Governance framework – Financial plan – Implementation roadmap – Final report and presentation – Memorandum of Understanding template 6. Timeline 9-12 months Proposals Due: May 8, 2026 Review/ Select for Interviews: May 15, 2026 Interviews: May 26-29, 2026 (TBD) Contract Approval: May 29, 2026 Begin Work: June 1, 2026 (est.) Complete Work: May 31, 2027 (est.) 7. Budget This budget is funded by the Claude Worthington Benedum Foundation and the McDonough Foundation. Approximately $35,000 is allocated to the completion of this project. 8. Minimum Qualifications Experience in rural transportation, NEMT, stakeholder engagement, and funding strategies. 9. Proposal Requirements Firm overview, approach, experience, team, timeline, engagement strategy, cost, references. Proposals should be clear, concise, and provide sufficient detail to allow for a thorough evaluation. Please include the following information: 1. Cover Letter-identify the lead contact person and all team members. 2. Qualifications and Experiences-identify firm's experience in conducting similar rural transportation studies, feasibility studies, and financial and implementation planning. Also identify experience in working with small, rural communities in promoting healthcare access and opportunities involving multiple stakeholders. 3. Proposed Approach and Methodology-identify the firm's proposed approach in completing the work scope requirements. 4. Project Schedule-clear timeline for all tasks and deliverables. 5. Budget-Provide as much detail as possible for us to understand how your costs were established (i.e., itemized list of costs related to the proposed tasks, cost of subcontractors. 6. References – provide up to three testimonials from previous or current clients with contact information. 10.
